OBJECTIVES
Impart functional literacy to illiterate adults in the age group of 15+
Enable the neo-literates to continue their learning beyond basic literacy and acquire
Equivalency to formal educational system
Equip the neo-literates with skills to improve their living and earning conditions
Establish a learning society by providing opportunities to neo literates for lifelong learning.
GOALS
Achieve 80% Literacy Rate (LR).
Reduce gender gap in literacy to 10%.
Reduce Regional, Social, and Gender Disparities
Extend coverage to 15+ age group.
The criteria to implement this scheme is based on women literacy as per 2001 census. As many as 7 Districts have been identified as low literacy Districts. Ariyalur District is one among them.
The overall objective of the scheme is to impart basic literacy to illiterates in the age group of 15 and above and the primary focus will be on rural women belong to SC, ST communities and Minorities (Muslims).
The operation of the scheme is extended up to 31.03.2012. In Ariyalur District Sensitization Programme was launched Basic Literacy to Provides on 22.12.2010 and The Scheme all illiterate’s women in six Blocks. Namely, Andimadam, Ariyalur, Jayankondam, Sendurai, T.Palur, Thirumanur and 201 Adult education Centers are the ultimate beneficiaries of this Scheme.
INTRODUCTION
FUNCTIONS
To impart functional literacy to non-literates in the age group of 15-35 years in a time bound manner, the National Literacy Mission (NLM) was launched in 1988 and it continued through Ninth and Tenth Five Year Plans. By the end of the Tenth Five Year Plan (March 2007), NLM had covered 597 districts under Total Literacy Campaign (TLC), 485 districts under Post Literacy Programme (PLP) and 328 districts under Continuing Education Programme (CEP). As a cumulative outcome of these efforts, 127.45 million persons became literate, of which, 60% learners were females, while 23% learners belonged to Scheduled Castes (SCs) and 12% to Scheduled Tribes (STs).
Despite significant accomplishments of the Mission, illiteracy continues to be an area of national concern. Though precise number of non- literates at this stage is not available and will be known only after 2011 census, 2001 census had revealed that there were still 259.52 million illiterate adults (in the age group of 15+) in the country. While further accretion into the pool of adult illiterate persons is expected to recede significantly on account of enhanced investments in elementary education and a reverse demographic trend, addition to this pool cannot be ruled out altogether on account of relatively high school dropout ratio. Wide gender, social and regional disparities in literacy also continue to persist. Adult education is therefore indispensable as it supplements the efforts to enhance and sustain literacy levels through formal education.
It was, therefore, considered necessary to continue the NLM during the XI Five Year Plan period. While acknowledging, in principle, the need for continuing and strengthening further the efforts to promote Adult Education, the Planning Commission agreed to the continuance of NLM during the XI Plan provided it was appraised de novo and modified suitably to meet the contemporary challenges. The programme was accordingly subjected to extensive in-house and external review and evaluation.
Meanwhile, the Government announced that literacy would be its key programme instrument for emancipation and empowerment of women. Efforts of the Government to give impetus to school education, health, nutrition, skill development and women empowerment in general are impeded by the continuance of female illiteracy. Government expects increase in female literacy. The paned of operation of this Scheme is from 18.09.2009 to 31.3.2012

SAAKSHAR BHARAT OFFICE SETUP
Chief Educational Office, is functioning as District Level Executing Centre. At the Block Level the Block Resource Centre Supervisor has been entrusted with full responsible to implement and monitoring their program me with the assistance of Block Co-Ordiantor. The selected schools are in the villages are functioning as learning centre at panchayat level.
Saakshar Bharat Administrative status at various level namely Preraks, Headmaster, Block Co-ordinator, Supervisor, Chief Education Officer in the District Headquarter in order to co-ordinate and implement the Saakshar Bharat programme.
ENGAGEMENT OF CO-ORDINATORS
As per GO No. 43 dated: 22.12.2010, at District Level 4 District Co-Ordinators and Block Level 6 Block Co-Ordinators were appointed. All are Well qualified and Computer Knowledged Candidates. At Gram Panchayat Level, out of 201 panchayat 402 preraks were made appointed and 201 AEC Centres were Opened.
WORK ALLOTMENT OF DISTRICT CO-ORDINATORS
In Ariyalur District, Four District Co-Ordinators were appointed. The District Co-Ordinators, are responsible for all Blocks each in Implmenting and evaluation of the Saakshar Bharat Programme in these Blocks. The basic Qualification of the District Co-Ordinators is to complete any UG Degree with Computer Knowledge. The Nature of Work of the District Co-Ordinators is to Supply of Primers, Training to to Preraks, Volunteer Teacher Training, Block Level and Gram Panchayat Level AEC Centre Visit, Consolidate and upload of Survey Forms at Block Level, Consolidation of Learners Basic Literacy Examination Evaluation Forms at Block Level and Co-Operation of State Resource Centre (SRC) Programmes.
WORK ALLOTMENT OF BLOCK CO-ORDINATORS
At Block Level, all the 6 Block Co-Ordinators were appointed. The Block Co-Ordinators is responsible implementing and evaluation of the Saakshar Bharat Programmee in the Gram Panchayat Level. The basic Qualification of the Block Co-Ordinators is to complete any UG Degree with Computer Knowledge. The Nature of the Work of Block Co-Ordinator is to visit the AEC Centres, Setting up of AEC Centres, Maintenance of Records at Block Level and Gram Panchayat Level, Training to Preraks, HeadMasters, Volunteers, Data Entry Regarding Saakshar Bharat Work, Distribution of Honororium to Preraks, Transfer of Materials from Old CEC centres to the AEC Centres.
SETTING UP OF AEC’s AND ENGAGEMENT OF PRERAKS SETTING UP OF AEC’s
In Ariyalur District 201 AEC Centres were opened in each Gram Panchayat. Starting of the Literacy Centre District Level Date : 03.06.2011. All AEC Centres were functioning in Government/Aided Schools of that Gram Panchayat. The HeadMaster of that school is responsible to advise and watch the preaks for the implementation and evaluation of the Saakshar Bharat Programme.
ENGAGEMENT OF PRERAKS
There are 402Preraks are selected in 201 Village Panchayat at the rate of 2 Preraks per Gram Panchayat. The basic Qualification of the Preraks is to complete the SSLC. The Nature of work is to identify the Learners, Volunteer Teachers by taking the Survey, Formation of Gram Panchayat Committees, Giving Vocational Training to the Learners, Preparing the Learners for the Basic Literacy Exam, Giving the Data’s to the Block regarding their Parent Panchayat.
AVAILABILITY OF PRIMERS TO THE LERNERS
In Villupuram District 1,20,000 Primers were Supplied to 6 Blocks. From the Block the Primers were sent to the AEC Centres. The Learners will Read the Primers and they will kept the Primers at the AEC Centres itself.
STARTING OF LITERACY CENTRES
Through the Preaks we cannot cover the target, so we are involving the Volunteer Teachers to cover part of the Non- Literates. The Volunteer Teachers May be Teacher Training Students, NSS Students and interested Educated Persons which were identified through House Hold Survey. We are involving the DIET/Private Teacher Training Institutes for the Involvement of the Teacher Training Students to implement and evaluation of the Saakshar Bharat Scheme at Gram Panchayat Level. We are also involving the District Laison Officer(DLO) for involving the NSS Students. The Literacy Centres were functioning in common places of the Gram Panchayat or in the Volunteer Teachers home itself. Each Volunteer Teachers are requested to cover atleast Eight Non-Literates each.
